Tom Milroy

Tom Milroy is a seasoned Human Resources Professional, Organizational Design Subject Matter Expert (SME), Recruitment and Employee Relations Manager with thirty (30) years of workplace experience in both public and private sectors. He has expertise as: a Senior Labour Relations Officer, a Human Resources Generalist, a Human Resources Consultant, and a Recruitment Manager. Tom has also prepared and successfully implemented organizational design plans in organizations that are both policy focused and operational in nature. Prior to his career in Human Resources, Tom was a Senior Project Manager for IT projects, at the City of Saskatoon for over seventeen (17) years.
Recently, Tom successfully provided a senior level of Labour Relations expertise to the Telecommunications Employees Association of Manitoba (TEAM). He acted as the bargaining committee chair during collective bargaining in 2010 & 2012 and he also participated in many different types of situations regarding employees who were in crisis with their employment due to; reorganizations within the organization, terminations (with and without cause), harassment complaints, grievances and other issues of significant seriousness.
Tom has accumulated extensive Employee Relations experience as the lead representative at numerous hearings in front of the Labour Relations Board of Saskatchewan and this includes the interpretation of complex collective agreements. In addition, he has a working knowledge of the Canada Labour Code, the Ontario, Manitoba and Saskatchewan Labour Relations Acts, Employment Standards, Human Rights Code, Occupational Health and Safety Act, Workplace Safety Insurance Act, and Pay Equity.
Recently, Tom effectively provided a senior level of HR support to the Department of National Defence – Aerospace Equipment Program Management unit’s (AEPM’s) business transformation activities by providing specific services that included the provision of an internal redesign of the AEPM’s HR Plan.
